Rule 11

“If you push a negative hard and deep enough, it will break through into its counterside.”

The story moves from one supervisor's account of a single San Diego site to a headline number of 450,000 children "placed with unvetted sponsors" — against which DHS's own figure of roughly 24,400 located looks very small. PolitiFact ran a March 2026 fact-check specifically on whether the government has found 145,000 missing migrant children, which is the sign that the headline figure is already doing more work than the evidence under it. Pushing the negative to its maximum — from documented vetting failures to "the government trafficked children" — is exactly the move that can break through into its counterside and discredit the real findings.

Counter-Rule 11 · Proportional Truth

Refuse to overclaim, even where it would help. One exaggeration hands the other side the only weapon that works permanently.

When you repeat this, say only what you can source: that a former MVM supervisor has alleged X on the record, and that HHS OIG and GAO have separately documented sponsor-screening weaknesses. Keep the DHS 450,000 and 24,400 figures attached to the words "DHS says," and read the PolitiFact piece before using any number in a letter or a Sunday-school class. Refuse to say "proven" about anything no court or inspector general has yet tested.

Rule 13

“Pick the target, freeze it, personalize it, and polarize it.”

The mechanism Kadourah describes is isolation applied to the person who notices: supervisors telling him the adults were "vetted" and to keep quiet, staff made to sign non-disclosure agreements, and a standing rule against calling local police. Each of those freezes the individual employee alone with what he saw and cuts him off from the one outside party — the police — who could corroborate it. The target was not an idea but a man, and the point was to leave him with nobody to tell.

Counter-Rule 13 · Radical Solidarity

Stand publicly with whoever has been singled out. Isolation is the whole mechanism; refusing it disarms the tactic.

If this account holds up, the practical answer is to make isolation impossible next time: ask your representative, in writing, whether federal contracts for transporting unaccompanied children may include NDAs that cover suspected crimes, and whether employees are told in writing that they may call local law enforcement. In your own church or workplace, write down now the name and number of the person a volunteer calls when something looks wrong, and say out loud that no one will be left to carry it alone.

Rule 4

“Make the enemy live up to its own book of rules.”

The whole allegation turns on a stated rulebook being used as a shield: the adults "had been vetted," so no one needed to look at the forged-looking paperwork or the gang tattoos. The federal sponsor-vetting standards exist on paper, and HHS OIG and GAO have repeatedly documented the gap between them and practice — which is why this tactic has purchase here at all.

Counter-Rule 4 · Radical Integrity

Close the gap between stated values and actual practice before anyone else finds it. This tactic only works where the gap is real.

Close the same gap where you can actually reach it. Before your church's next budget vote, get the written vetting standard of every refugee, foster-care or sponsorship ministry you fund — background checks, proof of relationship, home visit, follow-up contact — and read it rather than trusting the word "vetted." If a partner has no written standard, say so plainly to your board and offer to help draft one instead of quietly renewing the line item.
