Boulder Valley Schools Move to Add Antisemitism Protections After ADL Complaint
What Alinsky tactic is being used
3 of the thirteen rules are in play here — campaigns rarely run just one.
Rule 4
“Make the enemy live up to its own book of rules.”
The ADL's 52-page complaint does not argue in the language of feeling; it argues that BVSD's own machinery already found the problem. Reporting indicates Southern Hills and the district completed investigations in April 2025 that substantiated a hostile environment for the student, and that effective action still did not follow — which is precisely why Superintendent Anderson apologized on Aug. 11, 2026 rather than contesting the facts. A district held to its own written nondiscrimination and bullying policies, plus Title VI, had no defense because the gap between the policy and the practice was real.
Counter-Rule 4 · Radical Integrity
Close the gap between stated values and actual practice before anyone else finds it. This tactic only works where the gap is real.
Do the same audit on your own institution before someone else does it: this month, pull your church's or school's written safeguarding and harassment policy and check whether it names a person, a deadline, and a written response for every report. Ask whether any complaint filed in the last two years received a dated written reply, and whether that reply is on file. Where the practice does not match the paper, fix the practice — not the paper.
Rule 13
“Pick the target, freeze it, personalize it, and polarize it.”
The Aug. 11 meeting was steered off the harassed thirteen-year-old and onto an organization: roughly a third of the 45 speakers pressed the district not to adopt ADL curricula or definitions, and one Jewish outlet described the evening as the ADL being put on trial. Freezing the ADL as the target lets a real, documented case about one child be relitigated as a proxy fight over Israel. The student, meanwhile, is the person actually isolated, and he has no lobby in the room.
Counter-Rule 13 · Radical Solidarity
Stand publicly with whoever has been singled out. Isolation is the whole mechanism; refusing it disarms the tactic.
At the work session, say the two things together and in that order: this child was harassed for two years and the district failed him, and here is my specific concern about the definition. Refuse to let a critique of an organization stand in for a response to the case. Ask the board, on the record, what remedy the harassed student and his family have actually received, and write the answer down.
Rule 9
“The threat is usually more terrifying than the thing itself.”
Much of the alarm is about what the policy might become rather than what it says. Reporting on the Aug. 11 draft indicates BVSD took the IHRA one-sentence working definition — "a certain perception of Jews, which may be expressed as hatred toward Jews" — but left out the accompanying contemporary examples, the eleven-item list that is the actual object of the speech concerns. The feared policy is doing more work in the room than the drafted one, on both sides.
Counter-Rule 9 · Courageous Realism
Name the worst case out loud and cost it honestly. Fear of the unnamed is doing most of the work.
Get the draft text itself before the work session and read the operative paragraph, not a summary of it. Write down the exact sentence that would have to be added for the worst case to be true — the examples clause — then ask at the work session whether it is in or out, and ask for the policy code and page. If the answer is "out," say so publicly and hold them to it in writing rather than repeating a warning the document does not support.
Chapter 3 sets out the rules; Chapter 15 answers each of them in turn. This is that pairing applied to this story.
