Rule 4

“Make the enemy live up to its own book of rules.”

The leverage in this case was West Virginia's own rulebook, not sentiment: CPS could produce no documentation of any follow-up contact after neighbors' repeated reports, beyond a card left at the door, and the children were later interviewed within earshot of their abusers — both departures from the agency's own protocols. The $4.4 million settlement approved in Kanawha County, and the HHS Office of Inspector General audit issued September 26, 2025 finding only 9 of 100 sampled West Virginia abuse and neglect cases in compliance with state and federal requirements, are the state being measured against its own written standards.

Counter-Rule 4 · Radical Integrity

Close the gap between stated values and actual practice before anyone else finds it. This tactic only works where the gap is real.

Apply it inward first. Ask your church or Christian school for the actual child-protection policy document, the date the board or elders adopted it, and the roster of staff and volunteers who have completed mandated-reporter training this year; if the policy exists but the training log does not, that is the same gap CPS had. Fix it this month — schedule the training, write down who attended, and record how a report gets logged and to whom.

“If you push a negative hard and deep enough, it will break through into its counterside.”

One genuinely monstrous case is being pushed into a general premise about home instruction: the bill is titled the Child Captivity Prevention Act, and its findings section argues that children not enrolled in school 'may have limited or no contact' with mandatory reporters. Christian Home Educators of West Virginia told the House in public comment that the title itself insults every homeschooling family. The pressure runs the other way too, where defenders treat any notification requirement as proof of hostility.

Counter-Rule 11 · Proportional Truth

Refuse to overclaim, even where it would help. One exaggeration hands the other side the only weapon that works permanently.

Read HB 5204's actual text before describing it — it is triggered only when a child relocates to West Virginia, has not previously enrolled in a state school, and a parent applies for home instruction, and the notice comes from the county board, not the parent. Say that accurately in public comment, concede the Sissonville facts plainly, and object to specific clauses rather than to the idea of oversight. Refuse to repeat the claim that the bill inspects all homeschoolers; it does not, and one overstatement will be the only thing a committee remembers.
