Whistleblower Alleges HHS Contractor Released Migrant Children to Traffickers
Tarek 'Joey' Kadourha, a former site supervisor for federal contractor MVM, Inc., alleges on the podcast Going Rogue with Lara Logan that unaccompanied migrant children he helped transport through the San Diego Convention Center intake site were in some cases released to sponsors who were not relatives and may have been traffickers. Kadourha says he raised concerns with HHS personnel and an onsite White House representative but was told to stand down, and claims he was barred from contacting law enforcement. A 2026 congressional hearing record identifies him as an MVM site supervisor. The Dallas Express, which reported on the episode, states Kadourha's specific claim that officials knowingly returned children to traffickers has not been independently verified, and neither MVM nor former HHS Secretary Xavier Becerra responded to the allegations. Separate federal reviews lend some support to the broader concern: an HHS inspector general report found 16% of sampled 2021 case files lacked documentation of required sponsor safety checks, and HHS said on October 1 that a later review found sponsor fraud contributed to children being placed in unsafe, sometimes fatal, situations.
