Rule 4
“Make the enemy live up to its own book of rules.”
The whole case turns on the state's own rulebook, not on sentiment: Washington's mandatory reporting law gives 48 hours, and district officials reportedly took 53 days, with a mother's own video in hand. ADF is running Rule 4 against the institutions — holding the WIAA and the district to Title IX and to the reporting statute they themselves are bound by. The gap between the published rule and the actual practice is the story's engine; without the 53 days there is no filing of this kind.
Counter-Rule 4 · Radical Integrity
Close the gap between stated values and actual practice before anyone else finds it. This tactic only works where the gap is real.
Close the same gap where you sit before anyone tests it. This month, ask for your district's child-abuse reporting policy and procedure and your church's or ministry's equivalent, and check three things in writing: who the designated reporter is, whether the 48-hour clock in RCW 26.44.030 is stated on the page, and whether the date and time of the call to law enforcement gets logged. If your own youth or sports ministry has no written reporting timeline, write one before you criticize a school board for lacking one.
Rule 9
“The threat is usually more terrifying than the thing itself.”
The relief the family asks for is notice and the ability to opt out "without penalty or forfeit" — which tells you the unnamed penalty is doing the work. Girls and parents comply with a matchup they object to because nobody has ever said out loud what defaulting actually costs: a forfeit, a seed, a team point total, or eligibility. The threat is undefined, so it is unlimited.
Counter-Rule 9 · Courageous Realism
Name the worst case out loud and cost it honestly. Fear of the unnamed is doing most of the work.
Name it and price it. Email your athletic director and ask, in writing, exactly what happens under the WIAA handbook and district rules when an athlete defaults a single match: what points the team loses, what it does to seeding or placement, and whether any disciplinary or eligibility consequence attaches to the athlete. Get the answer on paper before a tournament, not during one, and share it with other parents so the worst case is a known number rather than a rumor.
Rule 3
“Whenever possible, go outside the expertise of the enemy.”
The fight has been moved onto ground ordinary parents do not know: a private association's handbook (Section 18.15 on participation by gender identity), a Representative Assembly that needs 60 percent to change anything and fell short again in April 2026, and a federal preliminary-injunction standard a district judge applied against the family in August. Conviction expressed at a board meeting does not reach any of those levers.
Counter-Rule 3 · Preparation and Width
Prepare the unfamiliar ground before you are dragged onto it. "I don't know, I'll find out and come back" beats an improvised answer.
Learn the specific machinery before you need it. Read WIAA Handbook Section 18.15 and the text of RCW 26.44.030 this month, find out who casts your district's Representative Assembly vote and when the amendment cycle opens, and write those three facts on one page. At a meeting, if you are asked something outside that page, say "I don't know — I'll find out and come back," then do it; an improvised answer on procedure is what gets a room dismissed.
