Rule 13
“Pick the target, freeze it, personalize it, and polarize it.”
The state's paperwork does not describe a general policy problem; it names one family and one father. A caseworker reportedly wrote that these parents' "adverse reactions" to their daughter's gender identity caused psychological harm, and in 2026 ODHS separately alleged David exhibited "grooming behaviors" — a word chosen for its power to isolate, attached to a man against whom no arrest or criminal charge has been identified. Freezing the label in an administrative file that followed the family to Florida is what keeps the target frozen after the court case ended.
Counter-Rule 13 · Radical Solidarity
Stand publicly with whoever has been singled out. Isolation is the whole mechanism; refusing it disarms the tactic.
Refuse the isolation the label is designed to create: if a family in your congregation is named in a child-welfare finding, keep them in the pew, keep them in the small group, and say plainly that no charge has been filed if none has. Ask your elders this month whether anyone is assigned to attend hearings and reviews with such a family and to keep a written log of dates and documents. Write down what you personally witnessed of the family's conduct, dated and signed, while memory is fresh.

“The threat is usually more terrifying than the thing itself.”
Oregon withdrew its dependency petition in November 2024 — the point at which a judge would have had to weigh evidence — but kept administrative abuse findings on record. The finding was never tested in court, yet it travelled with the family across state lines and resurfaced in 2026. An untried allegation hanging permanently over a household is more coercive than a hearing the state might lose.

Name the worst case out loud and cost it honestly. Fear of the unnamed is doing most of the work.
Name the worst case out loud and cost it: Oregon publishes the actual mechanism, a written request for review of a founded CPS disposition delivered to the local Child Welfare office within 30 calendar days of the notice, with local review and then Central Office review. Read OAR 413-010-0720, -0721, -0735 and -0745 this month so the deadline is known before a notice arrives, not after. If you receive such a notice, calendar the 30 days the day it lands and put your request in writing.
Rule 8
“Keep the pressure on, with different tactics and actions.”
The pressure in this account arrives in successive different forms rather than one contested proceeding: therapy ended, a hotline call the next day allegedly at a caseworker's urging, removal of a 15-year-old, a dependency petition, withdrawal of that petition, retention of the administrative findings, then a fresh allegation in 2026. Each step resets the family's burden while conceding nothing.
Counter-Rule 8 · Institutional Resilience
Decide in advance, in writing, what the institution will and will not concede — so exhaustion cannot make the decision for it.
Decide in writing, before a crisis, what your household will and will not concede: who speaks to caseworkers, that requests and answers go in writing, that consent to interviews or evaluations is given in writing or not at all. Ask your church board to adopt the same in a written policy with a date and a policy number so exhaustion is not making decisions at 9 p.m. Keep one dated file of every letter, form number and phone call.
