Rule 4

“Make the enemy live up to its own book of rules.”

FFRF's March 2025 letter did not argue that Christian clubs are unlawful — it invoked the Equal Access Act's own condition that "nonschool persons may not direct, conduct, control, or regularly attend activities of student groups," the very statute FCA now sues under. FFRF's public response repeats this: it says federal law requires the clubs to stay student-led and that it never sought to close them. The pressure works precisely where a Huddle's actual practice — adults sitting in on discussions every week — sits uneasily with the rulebook the club relies on.

Counter-Rule 4 · Radical Integrity

Close the gap between stated values and actual practice before anyone else finds it. This tactic only works where the gap is real.

Read 20 U.S.C. 4071 yourself this month (uscode.house.gov); subsection (c)(5) is one sentence long. Then look honestly at your own church's or club's campus ministry: who sets the agenda, who leads the meeting, who speaks, how often the adult is in the room. If a volunteer is effectively running it, fix that before a letter arrives — bring the food, be available afterward, and let the students lead and minute their own meetings.

“Pick the target, freeze it, personalize it, and polarize it.”

The outcome was a rule that names one category and freezes it: per the complaint, the district declared that for "religious clubs," "no outside individuals are permitted" at all, while Robotics, GirlTalk, the Youth Environmental Society and dozens of others kept their mentors and guest speakers. One club type is separated out from the general run of school life and made the single exception, which is the whole mechanism.

Counter-Rule 13 · Radical Solidarity

Stand publicly with whoever has been singled out. Isolation is the whole mechanism; refusing it disarms the tactic.

Refuse the isolation in public and in writing. At a board meeting or in a letter, ask that whatever volunteer rule exists apply identically to every noncurricular club, and ask parents from the robotics and service clubs to say the same thing in their own names. Bring the district's own club list and the volunteer policy you obtained, so the comparison is documentary rather than rhetorical.

A letter from a Wisconsin-based advocacy group, with no court order and no agency finding behind it, was enough to move the district to restrict outside adults at FCA meetings in spring 2025 and then to widen the restriction before the 2025-26 year. The district's own attorney would say only that the constitutional issues are "complex." The letter's force came from what the district assumed would follow it, not from anything already decided.

Counter-Rule 1 · Reality Over Perception

Count the actual numbers. The phantom army depends on nobody checking whether it exists.

Get the letter and count what is actually behind it: request the March 2025 correspondence and the district's reply under OPRA, and ask the board's attorney in writing whether any lawsuit, complaint, or agency action was ever filed against the district before the policy changed. Ask how many Hopewell Valley families signed or joined the complaint. Bring the answer, not the rumor, to the next meeting.
