California Bill Would Put Abortion Pills in Community College Health Centers

The mandate did not arrive all at once. SB 24 in 2019 covered UC and CSU health centers; seven years later AB 2540 extends the same duty to the 92–93 community colleges with health centers, and the duty does not bite until January 1, 2029 and only if the Legislature appropriates money. Each step is small enough to seem unremarkable, each is permanent, and the new online-promotion requirement reaches back onto the universities that already comply. That is pressure maintained across budget cycles rather than won in one fight.
Counter-Rule 10 · The Long Game
Plan in decades against a campaign built on attrition. Succession and endurance beat any single victory.
Plan on the same timescale. Put January 1, 2029 and each spring's state budget deliberation on the church calendar now, and assign one named member — not a committee — to read the district board's agendas monthly and report in two minutes at each meeting. Keep a single folder with the health center's budget line, board minutes and correspondence, and train a younger member to take it over, so the file outlives the current volunteer.

“The price of a successful attack is a constructive alternative.”
Supporters carried the bill on a constructive claim: that low-income, rural and undocumented students face an access gap on-campus care would close. An opposition that only says no concedes that ground, because the described need is real whether or not the remedy is. The alert's own fourth action item concedes the point — the answer to a service being offered is a better service being offered, visibly and with a phone number.

The book agrees with this one rather than inverting it: if you would tear something down, you are obliged to build the thing that replaces it.
Before criticizing, build. This month, visit the nearest pregnancy resource center, get its service numbers and its three most pressing needs, and fund one specific thing — ultrasound technician hours, car seats, a rent-assistance fund — rather than a general donation. Then ask the college health center what it takes to be listed in student referral materials, and supply whatever documentation that listing requires.

“Whenever possible, go outside the expertise of the enemy.”
The argument has been moved onto clinical and fiscal ground: prescribing authority, single-nurse staffing, telehealth contracts, Medi-Cal reimbursement, and Chancellor's Office estimates of $7 million to $27.9 million in startup costs and $5.6 million to $9.3 million a year. The sharpest objections in the story came from the health center directors' association on exactly that ground, not from moral argument. A church member who speaks at a trustee meeting from conviction alone will be answered with a vendor contract and a reimbursement schedule.

Prepare the unfamiliar ground before you are dragged onto it. "I don't know, I'll find out and come back" beats an improvised answer.
Prepare the unfamiliar ground first. Read the legislative committee analysis of AB 2540 and your district's student health services budget line before you speak, and learn how many nurses or clinicians your campus health center actually employs and what hours it keeps. When a trustee or administrator asks you something you do not know, say you will find out and return with the document — then do it, rather than improvising a figure you cannot source.
