California Bill Would Put Abortion Pills in Community College Health Centers

California Assembly Bill 2540, authored by Assemblymember Catherine Stefani (D-San Francisco), would require community colleges with student health centers — roughly 92 to 93 campuses statewide — to offer access to medication abortion beginning in 2029, contingent on legislative funding, according to CalMatters. The measure extends a 2019 law (SB 24) that already requires University of California and California State University health centers to provide medication abortion. Supporters, including the Faculty Association of California Community Colleges and student leaders, argue the bill closes an access gap for low-income, rural and undocumented students. Health center directors, through the Health Services Association of California Community Colleges, oppose the bill, saying many campuses lack prescribing authority, staffing or clinical infrastructure — some health centers are run by a single nurse serving thousands of students. The Chancellor's Office estimates $7 million to $27.9 million in startup costs and $5.6 million to $9.3 million annually. The bill would also require all covered campuses to publicly promote the service online, a new requirement even for universities.
