“Whenever possible, go outside the expertise of the enemy.”

The fight was moved off the ground the homeowner knows — worship — and onto ground he does not: land-use procedure. According to the petition materials, Daniel Grand was told to stop, then pointed toward a special-use permit application with a fee and a public hearing, and the Sixth Circuit (159 F.4th 507) then dismissed his suit as unripe because he had not run that process to a final denial. The question the Supreme Court took on June 30, 2026 is exactly this: whether Williamson County's land-use finality rule can be used to keep a First Amendment claim out of court.

Counter-Rule 3 · Preparation and Width

Prepare the unfamiliar ground before you are dragged onto it. "I don't know, I'll find out and come back" beats an improvised answer.

Prepare the unfamiliar ground now, before anyone knocks. This month, pull your municipality's zoning code online or from the clerk and find the section listing permitted accessory or 'customarily incidental' uses of a single-family dwelling, plus any occupancy or assembly limits; print it and keep it with your small-group records. If a code officer ever asks, the right answer is 'I don't know, I'll find out and come back' — not an improvised one — and then ask, in writing, which section is being applied.

“Keep the pressure on, with different tactics and actions.”

On the petitioner's account the pressure did not come as one decision that could be appealed; it came as a series of different levers — a cease-and-desist letter, police directed to drive past the house, a housing inspector's search, withheld occupancy and tax paperwork, neighbor complaints solicited. No single step was big enough to be a final, reviewable act, which is precisely why the lower courts found nothing ripe to review. Attrition, not adjudication, was doing the work.

Counter-Rule 8 · Institutional Resilience

Decide in advance, in writing, what the institution will and will not concede — so exhaustion cannot make the decision for it.

Decide in writing, before the first letter arrives, what your household or small group will and will not change: where you meet, how many, how often, what you will do if asked to stop. Put it on one page with a date. Then log every contact — date, name, code section, what was asked — so a pattern of small pressures becomes a documented record instead of a fading memory.

Rule 13

“Pick the target, freeze it, personalize it, and polarize it.”

One man, one address, one living room. The reply brief in the case reproduces neighbor letters opposing the permit, including one objecting to the neighborhood being 'labeled as Jewish,' and describes a public hearing unusually well attended for a routine application. That is the mechanism: a single named resident frozen in place, made the face of a neighborhood dispute, and left to fight the city alone — which he did initially without a lawyer.

Counter-Rule 13 · Radical Solidarity

Stand publicly with whoever has been singled out. Isolation is the whole mechanism; refusing it disarms the tactic.

If a household in your area is singled out over a home gathering, do not let them sit alone at the hearing. Go, sign in, give your name and address on the record, and say plainly that you host or attend a similar gathering. Ask your church to note the matter in the bulletin. Solidarity here is literal attendance and a name in the minutes, not a private word of sympathy afterward.
