Report Warns U.S. May Be Deprioritizing International Religious Freedom

Rule 4

“Make the enemy live up to its own book of rules.”

The report's core move is to hold the U.S. government to its own statute and its own words: the annual International Religious Freedom report required under the 1998 Act has not been issued for 2024 or 2025, the Ambassador-at-Large post that the same Act created has sat vacant through this term after a nominee failed to be confirmed, and the State Department nonetheless tells reporters it 'unapologetically affirms religious freedom as our nation's first freedom.' The gap between the book of rules and the practice is the whole story, which is exactly the condition in which this tactic works.

Counter-Rule 4 · Radical Integrity

Close the gap between stated values and actual practice before anyone else finds it. This tactic only works where the gap is real.

Close the gap where you actually have authority. This month, look at your own congregation's stated commitment to the persecuted church and then at the line item and the prayer calendar behind it — if the budget is zero, fix that before you write to Washington about someone else's inconsistency. Then read the two-page Congressional Research Service summary (congress.gov IF10803) so that when you cite the missing reports you are citing a document, not a mood.

Rule 1

Both sides here are trading in impressions rather than counts. The State Department describes the U.S. as 'a global leader' on the issue; the report answers that the administration has not disclosed how many international religious freedom programs were cut. A claim of strength and a claim of collapse are both being asserted where the underlying numbers have not been published.

Counter-Rule 1 · Reality Over Perception

Count the actual numbers. The phantom army depends on nobody checking whether it exists.

Count what is actually countable and write it down: State Department IRF reports covering 2024 and 2025 not released as of June 2026; Nigeria designated a Country of Particular Concern on Oct. 31, 2025 with no announced follow-on actions; USCIRF's March 2026 annual report recommending eighteen countries for CPC designation; USCIRF's own authorization running to September 2026. Ask your congressional office in writing for the program-cut figures. Refuse to repeat either 'global leader' or 'total retreat' until you can attach a number to it.

Rule 11

“If you push a negative hard and deep enough, it will break through into its counterside.”

The phrase 'the U.S. retreat' is the kind of negative that, pushed hard, will be repeated in pulpits as 'America has abandoned persecuted Christians.' The same report credits the administration for the Nigeria CPC designation and for a visa ban on religious-freedom violators, and a former diplomat quoted in the coverage argues religious freedom was always a secondary item in U.S. diplomacy — so the overclaim is refutable from the story's own text.

Counter-Rule 11 · Proportional Truth

Refuse to overclaim, even where it would help. One exaggeration hands the other side the only weapon that works permanently.

When you raise this in a Sunday school class or with a staffer, state the vacancy, the overdue reports and the Nigeria designation in the same breath, and say plainly that the report is a warning about a trend rather than proof of a finished policy. If someone in your group circulates a sharper version, correct it in your own group first. Keep the report's own credits to the administration in whatever summary you hand out.
