The pressure on Newsom is not coming from opponents but from allies holding him to his own book: he signed the 2022 executive order declining out-of-state extradition requests, publicly denied Louisiana's January 2026 request for Dr. Remy Coeytaux, and then vetoed the bill that would have written that same commitment into statute. Reproductive Freedom for All and the telemedicine coalition are measuring him against his own stated position, and the gap between the press conference and the statute book is real and documented. That is why the rebuke lands.
Counter-Rule 4 · Radical Integrity
Close the gap between stated values and actual practice before anyone else finds it. This tactic only works where the gap is real.
The same test applies to your side, so close your own gap first this month. If your church or group says it defends unborn life, look up what it actually gave last fiscal year to a pregnancy resource center and how many volunteer hours were logged, and write the two numbers down. When you speak at a hearing, say what you have built, not only what you oppose — a documented gap in your own practice is the one argument you cannot answer.

The case for the bill rests almost entirely on a hypothetical: a future governor who reverses the executive order. Advocates named Steve Hilton, who has said he would honor Louisiana-style requests, and the threat of that reversal did more persuasive work than any present harm, since the order in fact held when Louisiana tested it in January 2026. Newsom's counter-argument was also about a future that has not happened — binding a successor's hands.

Read what California's codified statutes already do without the governor — SB 107 (2022) bars state law enforcement from participating in arrests or extraditions on certain out-of-state warrants — so you can say precisely what would and would not change if an executive order vanished. Refuse to repeat either side's apocalypse; say 'here is the specific provision, here is what it covers.'

The alert says eighteen other Democratic-led states have passed similar anti-extradition laws. Published counts do not line up with that: the Guttmacher Institute counts 22 states plus D.C. with shield laws of some kind, only eight of which explicitly cover telehealth into ban states, and reporting on this bill lists California among five states whose extradition protection rests on an executive order rather than statute. A round number of states is doing work here that the underlying statutes may not support.

Count the actual numbers. The phantom army depends on nobody checking whether it exists.
Count it yourself before you repeat it. Pull the Guttmacher shield-law tracker and the Center for Reproductive Rights interstate-shield page, and keep three separate columns — records-and-subpoena shields, telehealth shields, and actual extradition provisions — because they are routinely merged into one headline figure. If someone at a meeting cites a state total, ask which of the three they mean; and do not use the number eighteen in your own material unless you can name the eighteen.
