The report's own finding is that the Garland memorandum "chilled" parental speech — not that waves of parents were convicted. A memo directing the FBI to stand up a threat-reporting channel, plus an association letter floating domestic-terrorism statutes, did the work by implication: a parent weighing whether to sign up for public comment had to weigh an undefined federal consequence. The father described as silenced after his daughter's assault illustrates the mechanism — the fear of what might follow speech, more than any charge actually filed.

The targeting described is not of an argument but of identifiable people: one parent reportedly flagged for belonging to a conservative mothers' group and owning a gun, another for criticizing officials. The NSBA letter took the broad category "parents objecting at meetings" and attached a label — domestic terrorist, violent protestor — that made each named individual radioactive to neighbors who would otherwise have agreed with them. Isolation, not persuasion, is the operative effect.

Stand publicly with whoever has been singled out. Isolation is the whole mechanism; refusing it disarms the tactic.

If someone in your church or district is the one who was contacted, go with them: attend the meeting, sit in the row behind them, sign the same records request. Say plainly in your own comment that you share the concern they raised, which removes the singularity the tactic needs. Refuse to repeat second-hand characterizations of any neighbor you have not spoken with directly.

“Whenever possible, go outside the expertise of the enemy.”

The dispute began on ground parents knew — curriculum, restroom policy, mask rules — and was moved onto ground almost no parent knows: federal threat assessments, counterterrorism statutes, FBI case-tagging. A parent who can quote a reading list cannot evaluate what an FBI assessment is or what it means for her. The shift of forum is itself the tactic, regardless of whether anyone was ever charged.
