What Alinsky tactic is being used

Rule 13
“Pick the target, freeze it, personalize it, and polarize it.”
The organising fact of the alert is not the substance of the bill or the 38-0 Senate vote of 19 August 2026 — it is "8 Republicans Vote No," a small group frozen in a headline and made the face of child marriage. The legislative record complicates that badly: the Assembly's 66-8 third-reading vote was taken 2 June 2025, when AB 1267 was a consolidated licensing bill for substance use disorder providers, and the Senate Judiciary Committee analysis states the measure was substantially gutted and amended into the marriage bill on 11 June 2026, so prior votes are irrelevant. Eight members are being polarised over a vote on a subject that was not before them.
Counter-Rule 13 · Radical Solidarity
Stand publicly with whoever has been singled out. Isolation is the whole mechanism; refusing it disarms the tactic.
Before repeating or rebutting the list, get the two documents: the 2 June 2025 Assembly roll call and the Senate Judiciary analysis noting the June 2026 gut-and-amend. If your own Assembly member is one of the eight, write and ask what the bill contained on the day they voted and how they will vote on concurrence, and publish their answer with the dates attached — that is what refusing the isolation looks like. Do not forward the "voted for child marriage" framing to your own list, and do not let a member be defended with adjectives when the record will do it with dates.
Rule 11
“If you push a negative hard and deep enough, it will break through into its counterside.”
The negative here is pushed to the point where a procedural or licensing vote reads as endorsement of predation: opposing a bill titled "child marriage ban" is made to mean favouring child marriage. The recorded objections were narrower than that — ACLU California Action told the Senate Judiciary Committee the measure was premature while the state's own data on underage marriage remains unreliable, and reporting found California counties logged only 83 minor marriages to the state between 2019 and 2025 with dozens of discrepancies. Planned Parenthood, which opposed a similar 2024 measure, dropped its opposition to this one.
Counter-Rule 11 · Proportional Truth
Refuse to overclaim, even where it would help. One exaggeration hands the other side the only weapon that works permanently.
Keep your own claims inside what the text says. AB 1267 really does set the floor at 18 with no exceptions and repeals minors' domestic partnerships — so do not tell your congregation it abolishes parental rights generally, voids existing marriages, or hides a rider, unless you have read the Family Code sections it repeals. When correcting the alert, say the one verifiable thing — the June 2025 vote was cast on a different bill — and stop there rather than assigning motives you cannot document.
